Acting as the investor's supervision inspector in the construction and building specialisation

The Polish Construction Law imposes on the Investor a range of duties necessary to be performed during the implementation of the project. These responsibilities are listed in Chapter 3 of the Construction Law (Rights and Responsibilities of Participants in the Construction Process). Among other things, one of the duties of the Investor is the need to appoint a supervisor to supervise the performance of construction work by persons with appropriate professional qualifications.

Whether or not the Investor is required to appoint an investor's supervision inspector, the Investor is informed of the Building Permit Decision issued by the relevant and competent authority. The investor also has the right to appoint an investor’s supervision in a situation where such an obligation has not been imposed by the architecture and construction administration body.

It is worth noting that investor supervision is an essential and convenient function for the Investor in the process of implementing the investment. It is primarily intended to assist the Investor in the implementation of the project and to be a support in dealing with the General Contractor and the Designer. A well-chosen investor’s supervision will provide the Investor with the expected quality of the work in progress and control over the process of investment implementation.

Performing technical inspections of buildings resulting from the Construction Law

The Construction Law, in Chapter 6, entitled (Maintenance of Construction Objects), obliges the owner or manager of a construction object to ensure for a specific group of construction objects that persons with the appropriate qualifications perform periodic inspections of these objects.

It should be emphasised that a reliably performed technical inspection is a rich and valuable source of information for the property owner. The technical review of the facility allows for identifying worn-out elements of the facility, which contributes to reducing the risk of an emergency condition of the facility. The Facility Owner's lack of knowledge of the poor state of the facility could lead to a dangerous incident or cause an accident.

Another benefit of performing regular technical inspections of a building facility is the ability to detect defects in the facility early, i.e. at the phase least costly to repair. In most cases, failure to respond to early signs of component damage results in incurring much higher costs later in the life of the facility.

Investor's technical support in the field of general construction in the purchase of real estate

The acceptance of a house, apartment or premises from a Contractor can often be a considerable challenge and be stressful for the Investor.  

Witnessing the confrontation of one's remarks with a technically prepared representative of the Contractor can cause feelings of anxiety and discomfort. On top of that, there are questions: what to check, how to check, what is essential and what is not necessary?

In such a situation, a good solution is to use the services of a qualified and experienced civil engineer. This specialist will certainly be a valuable asset, and their competence will translate into concrete benefits for the Investor.

Technical consultation in the field of general construction

In the era of the ubiquitous phenomenon of optimisation of all kinds of processes, including construction processes, it is expected to encounter a situation where the Investor receives an offer from the Contractor for a product or service prepared in an elementary way. The problem arises when the Investor is not informed of this with the Contractor's submitted bid. In such a situation, the decisions made by the investor may prove to be unfavourable from the perspective of the facility's long-term operation.

Obtaining the opinion of an experienced civil engineer can help the investor make informed decisions that are tailored to all possibilities but also to the investor's expectations.

 

ABOUT ME

My name is Mariusz Kocikowski.I am a civil engineer. I graduated from the Faculty of Construction at Częstochowa University of Technology in 2006. During this time, I was also a participant in the Socrates Erasmus program in Belgium, where I wrote my Master's thesis.

My first work experience was in Scotland in the construction of engineering and cubic structures. The next few years of work were already experience gained in Poland in the implementation of various types of facilities, ranging from warehouse buildings to working for a developer. An exciting experience for me was working for a company involved in the construction and ongoing maintenance of wind turbines. I participated in the construction of 12 wind turbines, implemented with a foreign Investor.

The last few years of my professional experience have been as an investor’s supervision inspector, where I use all the knowledge I have gained in different areas of construction. Since 2016, my wife and I have been working on a project we co-founded called EMKA, in which we combine our separate experiences gained in the fields of construction and environmental protection. We believe that such a selection of specialists complements each other, which is the strength of our team and allows us to look at the Investment from the stage of its conception to the final implementation on the construction site.   We encourage all interested parties to cooperate with us and benefit from our knowledge and experience.
